Diese Untersuchung ist nicht zuletzt dem unbestritten groem Wertvolumen kommunaler Immobilien und ihres wesentlichen Einflusses auf die Finanzlage geschuldet. Ein weiteres Kernproblem besteht darin, dass bisher keine einheitlichen und adquaten Instrumente und Strukturen geschaffen wurden. Die Verantwortung fr die kommunalen Immobilien wird nicht ganzheitlich, sondern zumeist aus spezifischer Sicht wahrgenommen und fhrt so zu einer Zersplitterung der Aufgabenwahrnehmung. So liegt es auf der Hand, dass die Stadt Saalfeld versucht im Wege eines effizienten Verwaltungsmanagements Einsparpotenziale zu erzielen. Die Diplomarbeit bedient sich zweier Methoden. Mit Hilfe der aktuellen Fachliteratur, speziell auch fr den kommunalen Bereich, werden die Grundlagen und Bestandteile des Facility Managements sowie die organisatorischen Gestaltungsmglichkeiten vorgestellt. Aufbauend erfolgt eine IstAnalyse der bebauten Grundstcke der Stadt Saalfeld. Fr die weiteren berlegungen ist es notwendig, aus der Vielzahl von bebauten Grundstcken die herauszufiltern, die als Basis fr die organisatorische Untersuchung dienen sollen. Ausgehend von einer Aufgabenanalyse erfolgt dann die Zuordnung gebudespezifischer Leistungen zu den einzelnen mtern und Abteilungen. Die Aufgabenanalyse bildet so den Ausgangspunkt fr die Definition von einheitlichen Standards bei der Bewirtschaftung und die Erarbeitung eines FacilityManagementKonzeptes fr die Stadt Saalfeld.
