The research results showed the existing planning and management framework does not underpin sustainable citylake interface development. These components were low urban environmental quality, increased environmental management coping strategies, and low performance of the municipal planning institution. Subsequent deterioration of environmental infrastructure was observed as failure of planning institution. Low urban environmental quality was reported as coping management strategies were adopted in absence of effective municipal institutional performance. Strengthening environmental governance was recognized as a mechanism in planning and management where relevant stakeholders should play a role in sustainable citylake interface development. A Planning and Management Institutional Framework Model was therefore proposed as the integrating factor for sustainable citylake interface development and should facilitate other complementary strategies of Integrated Urban Conservation and Integrated Neighbourhood Environmental Quality for sustainable livelihood.
