Grob vereinfacht, geht es beim Lebensbegleitenden Lernen um ein lebenslanges Qualifizieren und Bilden mit dem Ziel, vorhandene Kompetenzen aufzufrischen bzw. neue zu erlernen. Es ist zumindest den Vorstellungen der EUKommission zufolge mehr als nur ein Aspekt beruflicher und allgemeiner Bildung, sondern ein Grundprinzip, nach dem in den nchsten Jahren die Bildungssysteme auch weiterhin massiv umgebaut werden.1 Darber hinaus hat sich das Lebensbegleitenden Lernen zu einer staatsbrgerlichen Tugend entwickelt. Lebenslang zu lernen ist mittlerweile zu einer Verpflichtung geworden, der sich der Einzelne nicht mehr entziehen kann, wenn er auch weiterhin in die Erwerbssysteme integriert werden mchte. Allerdings bleibt das Lebensbegleitende Lernen soweit die Programmatik nicht auf der Ebene von konomie und Arbeitsmrkten stecken. Lernen ist darber hinaus ein wichtiger Klebstoff fr eine, erst zu schaffende soziale Identitt und Kohsion, weil Lernen zugleich das Kennen lernen des Anderen bedeutet und so ein gegenseitiges Verstehen ermglicht.2 Als Hintergrund und Motivation fr die politische Einfhrung des Lebensbegleitenden Lernen gilt in der Regel der Soziale Wandel. Dieser hat die konomischen und sozialen Bedingungen so weit gendert, dass Wissen und Lernen eine gesellschafts und wirtschaftspolitische Schlsselposition einnehmen. Wer besser und schneller Wissen generieren und vor allem konomisieren kann, hat gute Chancen, in einer globalisierten Wirtschaft konomischer Sieger zu werden.
