Vom Modell 'sui generis' zum europaischen Bundesstaat? und einen Teil II: Internationaler, transnationaler und supranationaler Parlamentarismus. Rolle und Funktion parlamentarischer Organe in europaischen Organisationen. Wahrend in Teil I die wichtigsten institutionellen, strukturellen und funktionalen Fragen der gegenwartigen Union bzw. ihrer moglichen Weiterentwicklung durch einen Verfassungsvertrag behandelt werden, widmet sich Teil II vertiefend der Stellung und Funktion der parlamentarischen Komponente als einer der wichtigsten Systemdeterminanten in diesem Prozess. Je starker die Union uber die Verankerung des Verfassungsvertrages 'etatisiert' bzw. 'verstaatlicht' wird, umso mehr treten Fragen der Demokratie, Legitimitat und Transparenz in der EU verstarkt in den Vordergrund und werfen vollig neue Probleme auf, die im bisherigen Recht Internationaler Organisationen in dieser Form nicht bekannt waren. Die weitere Ausgestaltung der Union im Sinne einer fortschreitenden 'Konstitutionalisierung', deren Grundlagen im vorliegenden ersten Band der Europapolitischen Reihe des HerbertBatlinerEuropainstituts Salzburg aufgezeigt werden, wird im zweiten Band dieser Reihe mit dem Titel 'Der Europaische Konvent und sein Ergebnis eine europaische Verfassung', der gleichzeitig erscheint, dargestellt.
