Jahrzehntelang dominierte dieser Slogan den politischen Diskurs ber Migration in der Bundesrepublik (Drieschner 2006: http://www.zeit.de/2006/16/contra). Das durch ihn verfestigte Tabu machte ein Vorankommen in Sachen Zuwanderungspolitik nahezu unmglich. Erst mit dem rotgrnen Regierungswechsel 1998 begann sich allmhlich ein Paradigmenwechsel zu vollziehen: die Einsicht nmlich, dass aus vielen Gastarbeitern inzwischen Einwanderer geworden sind, welche ihren Lebensmittelpunkt in Deutschland verorten. Auch lie sich nicht weiter ignorieren, dass die Zahl der in Deutschland geborenen Kinder mit Migrationshintergrund stetig zugenommen hat. Seit den letzten Erhebungen des Mikrozensus im Jahr 2005 ist bekannt, dass gut 15 Millionen Menschen mit eigener oder vererbter Zuwandererbiographie hierzulande leben, was etwa ein Fnftel an der Gesamtbevlkerung ausmacht (vgl. Simon 2007: 427). Zeitgleich mit dieser politischen Erkenntnis kndigte sich ein bislang nicht gekannter wirtschaftlicher Bedarf an: Um weiterhin in Zukunft prosperieren zu knnen, wird die Bundesrepublik in den kommenden Jahrzehnten, aufgrund vornehmlich demographischer und bildungspolitischer Umbrche, auf Zuwanderung angewiesen sein wenn diese Zuwanderung auch eine vllig andere Struktur wird haben mssen als in der ein
