Wahrend des Kaiserreichs verzichtete er auf eine akademische Karriere. Im Ersten Weltkrieg gelangte er in den inneren Zirkel der Kriegspropagandisten, und in der Weimarer Republik pragte er im Kampf gegen die Dolchstosslegende die Arbeit der von den Parlamentariern eingesetzten Untersuchungsausschusse zum Ersten Weltkrieg. Als Direktor der Reichstagsbibliothek wahrend der Zeit des Nationalsozialismus betrat er den schmalen Pfad zwischen Widerstand und Anpassung, den er bis 1945 nicht verliess. Nach dem Kriegsende setzte er sich, nun als Hochschulprofessor, fur eine grundlegende Demokratisierung der deutschen Gesellschaft ein.'
