Mai 2004 vollzog die EU die vierte Erweiterung seit ihrer Grndung als Europische Wirtschaftsunion 1957. Bei keiner der vorhergehenden Erweiterungen traten so viele Lnder gleichzeitig bei wie bei dieser. Da auch Mittel und Osteuropische Lnder aufgenommen wurden, also relativ arme Volkswirtschaften, stellt sich diese Erweiterung als betrchtliche Herausforderung fr alle beteiligten Lnder sowie die europische Union als Ganzes dar. Mit der Aufnahme von Estland, Lettland, Litauen, Malta, Polen, der Slowakei, Slowenien, der Tschechischen Republik, Ungarn und dem griechischen Teil von Zypern ist die Zahl der EU Mitgliedsstaaten auf 25 gestiegen. Zugleich nahm die Bevlkerung der EU um rund 74 Millionen Menschen zu. Die grte Herausforderung liegt vermutlich in der Integration von Staaten, die sich in ihrer Geschichte, ihrer wirtschaftlichen Entwicklung sowie ihrer Wirtschaftsstruktur deutlich von den bisherigen EU Mitgliedern unterscheiden. Des Weiteren differenzieren sich die neuen Mitglieder sehr stark im Preis und Lohnniveau von den bisherigen EU Staaten. Aufgrund der geografischen Nhe Deutschlands zu den Mittel und Osteuropischen Staaten wird die Erweiterung nach Osten hierzulande sowohl von der ffentlichkeit als auch von Vertretern in Politik und Wirtschaft ambivalent bewertet. Es mischen sich teilweise eher diffuse ngste mit realistischen Einschtzungen der Probleme und bilden ein nur sehr schwer zu berschauendes Gemenge von Befrchtungen. Eine reprsentative Umfrage der Konrad Adenauer Stiftung aus dem Jahr 2004 ergab, das 59 % der Deutschen eine negative Haltung zur EU Osterweiterung haben.
