Sie ist von besonderer Bedeutung, da Arbeitnehmer und Arbeitneh merinnen auch von Unternehmensentscheidungen betroffen sind, die auBerhalb des Mit gliedstaates ergehen, in dem sie beschiiftigt sind. Die Kommission versucht, dieses Ziel durch einen Europaischen Betriebsrat, eine inter nationale Arbeitnehmervertretung, zu erreiehen. Aufgrund der ihr zukommenden Infor mations und Konsultationsrechte erfahrt sie europaweite Planungsentscheidungen recht zeitig und kann sie schon friihzeitig erortern. Den europaweit tatigen Unternehmen soHen europaische Arbeitnehmervertretungen zur Seite gestellt werden. Notwendige struktureHe Anpassungen dtirfen dadurch nieht ver hindert werden. Gerade bei strukturellen Umorientierungen im europaischen Binnenmarkt ist vertrauenschaffende Transparenz erforderlich, die sowohl Arbeitnehmern als auch Ar beitgebern in gleichem MaBe zugute kommt. Die Ausgestaltung der Europaischen Betriebsrate liegt in der Hand der unmittelbar Be troffenen, also der Unternehmens bzw. Konzernleitung und der Arbeitnehmervertretun gen. Dadurch wird garantiert, daB eine individuelle unternehmensbezogene Organisation moglich ist. In die unterschiedlichen Strukturen der nationalen Interessenvertretungen wird nicht eingegriffen.
