Ais konkrete Zielvorgabe sind bis zu diesem Datum Umsatzsteuem, Verbandsabgaben und sonstige indirekte Steuem zu Steuer harrnonisierung harmonisieren und die den Binnenmarkt betreffenden Rechts und Verwaltungsvor Rechtsund Verwaltungs schriften der Mitgliedstaaten anzugleichen. angleichung Diese neue Phase des europaischen Einigungsprozesses ist seit Herbst 1989 durch die Ergebnisse in Osteuropa und die sich abzeichnende Vereinigung der beiden deutschen Staaten sowohl im BewuBtsein der Deutsche Vereinigung Offentlichen Meinung als auch im BewuBtsein vieler deutscher Unter und Liberali nehmen in den Hintergrund gedriingt worden. Die anfallenden Proble sierung in me im Zusammenhang mit der deutschen Einheit absorbieren im Mo Osteuropa ment einen groBen Teil der Energie und der personeHen Ressourcen der Untemehmen. Doch wird dieser Zustand nur voriibergehend sein, da die Verwirklichung des Binnenmarktes nicht durch die Entwick lung in Deutschland verschoben wird, sondem moglicherweise folgt man einigen politischen AuBerungen eine Verzahnung beider Pro zesse mit gemeinsamen AbschluB zum 31.12.1992 angestrebt wird.
