In der Zeit zwischen dem 7. und 10. Juni 1979 finden die ersten Direkt wahlen zum Europaischen Parlament statt. Etwa 200 Millionen Wahler unter den fast 260 Millionen Biirgern der neun EGStaaten Belgien, Bundesrepublik Deutschland, Danemark, Frankreich, Irland, Italien, Luxemburg, Niederlande und GroBbritannien sind in dieser Zeit aufge rufen, durch ihre Stimmabgabe am politischen EntscheidungsprozeB in Westeuropa teilzuhaben. Nach mehr als zwanzig Jahren werden damit die Vorschriften der Romischen Vertrage von 1957 verwirklicht, und das Europaische Parlament wird im Sommer 1979 das erste von den vier Organen der Gemeinschaft Rat, Kommission, Gerichtshof und Pari a ment sein, das direkt durch den Wahler legitimiert ist. Die ersten Direktwahlen zum Europaischen Parlament werfen bereits ihre Schatten voraus. In den Parteien findet z. Z. die innerparteiliche Willensbildung zur Aufstellung der Kandidaten flir das Europaparla ment statt. Aber nicht nur die Parteien, sondern auch gesellschaftliche Gruppen wie z. B. Gewerkschaften und Unternehmerverbande sowie viele andere Institutionen bereiten sich auf die ersten Direktwahlen vor. Wahlen zu nationalen Parlamenten sind dem Biirger vertraut, Europa wahlen stellen ein Novum und somit etwas Fremdes dar. Wir wollen mit der vorliegenden Veroffentlichung, aufbauend auf den Schriften "Wahl '72" und "Wahl '76", den politisch Interessierten iiber wesentliche politische, rechtliche und soziostrukturelle Voraussetzun gen und Gegebenheiten der Eurowahl '79 informieren; kurz: den Biirger mit den Problemen dieser Wahl vertraut machen.
