Existen factores que pueden resultar atractivos para los inversionistas extranjeros en la accin de localizarse en un determinado pas, sin embargo, no generan un modelo de desarrollo productivo a largo plazo y ligados a marcos regulatorios dbiles pueden generar externalidades negativas. En este marco, la investigacin busca analizar las teoras relativas a la inversin extranjera directa (IED), la transnacionalizacin, la legislacin en la materia y datos empricos del caso chileno, conjugndolos con tpicos de polticas pblicas sobre atraccin de inversiones de calidad. Esto con el objeto de evaluar el efecto de las legislaciones que han regulado histricamente esta materia en los flujos de IED, mediante el anlisis de estos y la modelizacin economtrica. Se intentara responder si ha sido efectiva la legislacin de la IED en la misin de regular y fomentar los flujos de IED, adems de proponer recomendaciones de poltica pblica pro IED spillover.
