El objetivo de la investigacin fue evaluar el proceso de formulacin e implementacin de la Poltica Pblica de Municipios Saludables en AntioquiaColombia en el perodo 20012005. Se utiliz el mtodo mixto con un estudio de caso y un estudio descriptivo transversal. Para el estudio de casos se hicieron entrevistas semiestructuradas a los funcionarios departamentales y subregionales involucrados en el proceso de formulacin e implementacin de la poltica, y grupos focales con actores locales, institucionales y comunitarios receptores de la poltica y para su estudio transversal se aplic una encuesta a los directores locales de salud. Los resultados muestran, que a pesar, de la decisin que manifestaron las autoridades departamentales y locales de asumir la poltica, se presentaron factores desfavorables como incipiente desarrollo institucional y de los proceso polticos; la intencin gubernamental sin viabilidad econmica y tcnica y la no inclusin de la poltica en los planes de desarrollo municipal. Se concluye que el proceso de formulacin e implemnentacin de una poltica pblica debe ser deliberado, argumetado, negociado, con sentido tico, con todos los actores.
