Los cambios de las ltimas dcadas hacia las denominadas democracias liberales, han dado lugar a una visin a veces optimista de la participacin de la comunidad en las decisiones polticas. La evidencia disponible muestra que la participacin efectiva no slo se obtiene mediante entornos legales favorables que canalicen y activen los derechos inherentes al ciudadano, sino que es un proceso complejo enraizado en la cultura poltica de los pueblos. Aunque este concepto ha sido central en los discursos del desarrollo de los aos 60 a los 80 del pasado siglo, los debates siguientes han dado paso a definiciones articuladas al concepto de ciudadana y gobernancia. El estudio que aqu se presenta, constituye un paso importante para descifrar procesos de gobernancia local y el rol de la comunicacin para la participacin en procesos de planeacin, esta vez en el caso del Programa Casas de Justicia en Colombia. A travs de una investigacin evaluativa, utilizando un marco de anlisis de poltica, se operacionaliz un enfoque cualitativo, integrando en el anlisis diversas miradas del proceso de implementacin desde la perspectiva de los grupos de involucrados.
