Mais son histoire ne se rsume pas aux affrontements inhrents ce mode de fonctionnement. Ses militants ont aussi t confronts aux questions fondamentales qui n'ont cess de se poser au syndicalisme enseignant. Il en est ainsi de la place qu'il fallait accorder dans leur lutte la pdagogie. Partisans des mthodes de l'' ducation nouvelle ', ils ont volontiers mis en avant les ralisations de la Fdration dans ce domaine. Mais la mfiance puis la vritable hostilit avec lesquelles ses dirigeants ont accueilli l'mergence du mouvement initi par l'un des leurs, Clestin Freinet, amne s'interroger sur la ralit de cette image d'un syndicalisme la pointe de l'innovation pdagogique. Ils ont surtout t confronts un problme qui remettait en cause l'existence mme de la Fdration : comment et pourquoi maintenir une organisation ' avantgardiste ' et donc ncessairement minoritaire face au puissant Syndicat national des instituteurs hritier des amicales du dbut du 20, sicle Si la Fdration a pu survivre jusqu' la runification syndicale de 1935, elle le doit un groupe de militants dsireux de dmontrer qu'il tait possible de runir les diverses catgories d'enseignants au sein de syndicats dpartementaux regroups dans une ' fdration d'industrie ' et d'viter ainsi toute drive ' corporatiste '
