Die ersten berlegungen zu diesem Text entstanden bereits im Wintersemester 1994/95, als ich noch am OttoSuhrInstitut der Freien Universitt Berlin gearbeitet habe. Die wissenschaftlich u erst anregende Atmosphre und die stets spannenden Seminardis kussionen, fr die ich mich noch einmal herzlich bedanken mch te, bilden den impliziten Grundstein meiner demokratietheoreti schen berlegungen. Die ueren Begleitumstnde des Schreibens waren dagegen leider nicht durchgngig erfreulich.
