Aus Sicht der Kurorte ist er jedoch eine essentielle Methode zur Finanzierung touristischer Manahmen und derzeit existenziell unabdingbar. Zurck zu fhren ist dies, dass de facto ein Kurgast hhere Anforderungen an einen Kurort hat als regulre Tourismusleistungen und Angebote ihm bieten. Von elementarer Bedeutung ist fr diesen besonders, dass die Zieldestination einen berdurchschnittlichen hohen Erholungswert besitzt. Dies bedeutet u.a.: Ruhe, Ordnung und Sauberkeit, grozgige Park und Gartenanlagen, Brunnen und Pltze, eine gute Infrastruktur mit Fugngerzonen und Radwegen, viele kulturelle Angebote und natrlich ein sehr ansprechendes Stadtbild. Mit anderen Worten wird von Kurgemeinden eine berdimensional hohe Attraktivitt der ffentlichen Gter erwartet. Diese prgen also das Stadtbild und machen unter anderem erst das Flair eines Urlaubs bzw. Erholungsortes aus. Jedoch mssen sie von der jeweiligen Kommune erst einmal finanziert werden (knnen), denn die anfallenden Kosten drfen nicht durch Eintrittspreise ausgeglichen werden, da es sich bei ffentlichen Gtern um Allgemeingut handelt. Dies bedeutet, dass kein Brger von der Nutzung ausgeschlossen werden darf. Vielmehr muss der Staat fr das Gterangebot sorgen und dieses durch Abgaben finanzieren.
