Lugg is an assistant professor in Educational Theory and Policy Studies at The Pennsylvania State University. She received a B.M. in Music Education from Mansfield University, M.M. in Flute Performance, M.M.E. in Music Education from Drake University, and a Ph.D. in Educational Theory and Policy from Penn State. Her interests include public policy, conservative ideology and the Religious Right, symbolic politics, and the influences of art upon the American political spectacle.
