September 2001 ist die konfliktreiche Lage auf dem Balkan aus dem Fokus des Medieninteresses gedrngt worden, obwohl im ehemaligen Jugoslawien die schlimmsten Kriege und Verbrechen in Europa seit Ende des 2. Weltkriegs begangen wurden. Heute gilt es, die Region zu befrieden und die Nachfolgestaaten zu stabilisieren. Eine zentrale Rolle spielt dabei das Kosovo 1, das fr viele Flle als Paradebeispiel gesehen wird. Geprgt von einem groen Drang nach Unabhngigkeit, wird das Gebiet zum Beispiel fr den Willen der internationalen Akteure vor Ort, weitere staatliche Zersplitterung nicht zuzulassen und das Kosovo stattdessen als autonome Provinz in SerbienMontenegro zu etablieren. Der Weg dahin ist noch lang, dennoch sollen in dieser Arbeit die ersten Etappenziele aufgezeigt werden, die das Kosovo nach dem Motto Friedenskonsolidierung durch Institutionenbildung' zur autonomen Region machen sollen: Im Kosovo ist unser Ziel nicht ,nationbuilding', sondern ,institutionbuilding'. Wir untersttzen Institutionen und gesellschaftliche Verhaltensweisen, die selbsttragend werden sollen.'2 Die Nation als zentraler Begriff politischer Integration3 wird von den Kosovaren4 als Argument fr ihre Unabhngigkeitsbestrebungen gesehen. Die Kosovaren bezeichnen sic h selbst als Albaner und sind mit den existierenden Staatsgrenzen nicht zufrieden. Deshalb arbeiten sie mit ihrem stark ausgeprgten Nationalismus. Der kosovarische Nationalismus handelt offensiv nach innen und auen und zeichnet sich durch eine berzogene nationale Identifikation und teilweise erzwungene gewaltsame Gleichschaltungsversuche aus.
