El acceso a los recursos naturales en las zonas urbanas es crtico debido a su crecimiento, convirtindose en una de las principales demandas de la poblacin y en una tarea prioritaria para sus representantes. El agua es primordial para el desarrollo de todo pas debido a su impacto actual en la agenda local y global. En Mxico, es un recurso estratgico y de seguridad nacional lo cual se refleja en su marco normativo, polticas pblicas especficas, planes y programas bajo la premisa de proteccin y conservacin. Para ejemplificar los problemas de la gestin social del agua potable se analizaron dos casos de estudio con una propiedad en comn: ambos quedaron inmersos dentro del crecimiento de la ciudad de Guadalajara. La diferenciacin espacial y social de la Zona Metropolitana de Guadalajara (ZMG) se refleja en la diferenciacin del acceso al agua potable pues en la prctica el actor con mayor agencia puede negociar su acceso al servicio siendo las premisas bsicas el grado de consolidacin, la cohesin interna, el logro de objetivos comunes y la presencia de normas o estatutos de la organizacin de los actores como una unidad para realizar la gestin social del agua en la ZMG.
