Juni 1999 hat zu heftigen politischen und rechtlichen Diskussionen ber die Vereinbarkeit des universellen Gewaltverbots mit der Verpflichtung zum Schutz fundamentaler Menschenrechte gefhrt. Die Arbeit untersucht die Argumente dieser Diskussionen auf der Grundlage des Vlkerrechts und setzt Gewaltverbot und Menschenrechtsschutz ins Verhltnis zum Selbstbestimmungsrecht der Vlker, auf welches die KosovoAlbaner ihre Forderung nach staatlicher Unabhngigkeit sttzen.
