Impunity is accelerated as the concerned agencies often assist political vendettas and real culprits are mostly acquitted to be promoted being fully trained on corruption. Majority population being practically illiterate, development comes for few persons, national capacity building is never given a thought resulting in practically no involvement of stakeholders' in monitoring of various aspects of projects leading to negligence in fulfilling of duties by the concerned officials.
