Planning and achieving development goals in Nepal are most challenging as the political leaders here have interests of making money, appointing close relatives and using project resources in addition to perpetual acute shortage of resources with instability of governments. Majority population being practically illiterate, development comes for few persons, national capacity building is never given a thought resulting in practically no involvement of stakeholders' in monitoring of various aspects of projects leading to negligence in fulfilling of duties by the concerned officials.
