Qu es la Globalizacin y cul es su impacto en el mundo actual? Qu son las Tecnologas de la Informacin y la Comunicacin y cules son sus contribuciones y sus riesgos? Se analizan la Globalizacin y las transformaciones econmicas, sociales, polticas, jurdicas e ideolgicas, sucedidas en las ltimas tres dcadas. Se investigan el origen y la naturaleza de las TIC y sus modelos de gestin. Se observan las propuestas liberalizadoras y se propone un modelo de gestin que contribuya a su reparto y acceso equitativo a toda la poblacin universal. Se estudian el ordenamiento legal de las Tecnologas de la Informacin y las Comunicaciones de la Repblica de Colombia, que derog la casi totalidad de la normatividad vigente de las telecomunicaciones, constituyendo un salto adelante en la poltica pblica de su liberalizacin y privatizacin. El trabajo est dirigido a docentes e investigadores en ciencias sociales y a quienes les interese conocer el mundo de hoy, sus tendencias, sus avances y retrocesos, con el propsito de lograr un futuro mejor, de bienestar material y espiritual para todos los habitantes de la Tierra.
