Access to basic education has been and still a highly urgent global and national agenda. Accordingly, government and NGOs have made considerable efforts to make the dream of creating a literate society come true in Ethiopia. Therefore, the study focused on the need to devise a strategy that will strengthen the GONGO partnership in promoting basic education in the country. The purpose of this study is to assess the existing GONGO partnership in implementing ANFBE in Addis Ababa. The research design incorporates mobilization of resources by the GONGO partnership, to assess the strength and weakness of the partnership, expertise and experience sharing, favorable legal environment for NGOs to run their programs and to identify the major causes that hinder genuine partnerships between Go and NGOs in implementing ANFBE in the region. The sample of the study consisted of three NGOs and three subcities namely Addis Ketema, Arada and Lideta ANFBE departments. Subject groups were selected by random, purposive and availability sampling. Data relevant to the study were collected through questionnaire, interview, focus group discussion and personal observation.
