Governor Mario Cuomo formed the New York State Commission on Government Integrity in 1987. Acting under an extraordinary mandate, the Commission of seven private citizens pursued a wideranging agenda of subjects from campaign financing and judicial selection to ethics training and whistleblowing protection. In many publicized hearings, it exposed abuses and legal loopholes in the system and documented the need for a major overhaul of state laws, regulations, and procedures.
