Aus Zustandsanalyse und Prognose entstand ein Plan (wie den zu erwarten den sieben mageren Jahren zu begegnen sei) und davon wurden konkrete Einzelpro gramme (Errichtung von Kornspeichern, Aufkauf von berschssigem Getreide, auenwirtschaftliche Absicherung etc.) abgeleitet und organisatorische Vernderun gen vorgenommen. Die Aufgaben und die Schwierigkeiten haben sich seitdem nicht sehr verndert, vieles ist umfangreicher, auch komplexer geworden. Dennoch ist Planung zu hufig nur 'Beseitigung von Mngeln' und nicht aktive Programmpla nung im Sinne Josephs. Ziel dieses Buches ist es, dem Planungspraktiker und dem nach Planungsanleitun gen suchenden Studenten erste Hilfe zu bieten. Es wird versucht, jenseits der erkennt nis, wissenschaftsund gesellschaftstheoretischen Ebene einen eher praxeologischen Ansatz zu verfolgen. Ein Planungsverfahren wird am realittsbezogenen Fall ent wickelt und Methoden werden so angegeben, da sie ohne spezielle VorKenntnisse sofort anwendbar sind. Damit soll zugleich ein Beitrag dazu geleistet werden, den Graben zwischen Praxis und Wissenschaft zu verkleinern, damit berechtigte kritische Bemerkungen z. B.
