Dessen gezielte Vermittlung spielt vor allem im Rahmen des ffentlichen Meinungs und Willensbildungsprozesses eine immer wichtigere Rolle. Politik und Medien suchen und bedienen sich dabei zunehmend des (vermeintlichen) Sachverstandes externer Politikberatungsinstitutionen. Im Mittelpunkt des systematischen Vergleichs dieser unterschiedlichen Akteurskonstellationen stehen Fragen nach den Funktionen dieser Institutionen im politischen Proze nach Strategien, Handlungsoptionen, Finanzierung und Arbeitsbedingungen. Zentrale These der Arbeit ist, da die institutionell unterschiedlichen, aber funktional durchaus quivalenten Think Tanks und Ideenagenturen im Rahmen von 'advocacy coalitions' (Tendenzkoalitionen) inzwischen in beiden Lndern wenn auch abgestuft eine bedeutsame Vermittlungsposition zwischen Politik und ffentlichkeit wahrnehmen.
