La necesidad de la identificacin de las amenazas y vulnerabilidades para la elaboracin del Plan de Emergencias del Parque Nacional Natural Corales del Rosario y San Bernardo PNNCRySB radica en los compromisos internacionales adquiridos por Colombia en la Cumbre de las Amricas y en la Estrategia Internacional para la Reduccin de Desastres EIRD de la ONU, mencionados en el CONPES 3146 de 2001 que busca fortalecer la implementacin del Plan Nacional de Prevencin y Atencin de Desastres y el CONPES 3318 de 2004 que busca reducir la vulnerabilidad fiscal del Estado frente a los desastres naturales. En este contexto, surgi la necesidad de elaborar el plan de emergencia con el objetivo de prevenir y mitigar los efectos ocasionados en el caso de que ocurra algn tipo de calamidad. La prevencin no solo se hace con el objeto de disminuir la afectacin a los ecosistemas, sino tambin las vidas humanas y la infraestructura, ya que las islas del Rosario y San Bernardo tienen una alta afluencia de personas dentro de las que se encuentran habitantes del rea, funcionarios del parque y turistas entre otros.
