Actualmente, dos procesos de cambio; uno nacional, de la mano del modelo poltico venezolano y uno mundial, dictado por la globalizacin, imponen a las instituciones de educacin superior nacionales, la necesidad de adaptarse a las exigencias de, mayor dinamismo, inclusin, equidad y calidad, a fin de mantenerse vigentes ante la sociedad. Es por esto, que en este trabajo, se formulan constructos tericos, basados en las experiencias de los actores universitarios y enmarcados en la teora de sistemas, que permiten dirigir la incorporacin y uso de las Tecnologas de la Informacin y Comunicacin (TIC), en el nivel de pregrado de las Universidades Nacionales Autnomas venezolanas, como herramientas que faciliten el cambio institucional, a la luz de la realidad del entorno nacional y mundial. Los constructos tericos aqu definidos, pretenden ser de utilidad para todas las comunidades universitarias y muy especialmente para las venezolanas y sus autoridades, quienes son las responsables de guiar el destino de estas instituciones.
