This book studies the role of a revolutionary political party in forced industrialization. The basic conclusion is that the party performed important functions during the early phase of industrialization but that its usefulness has become increasingly marginalized in the current Soviet situation. Much of the book is devoted to a detailed analysis of the Party's role between November 1962 and Krushchev's fall in October 1964. During these years the Party apparatus underwent a radical expansion of its managerial functions. The extreme involvement of the Party in industrial management in the 196364 revealed the inherent strengths and weaknesses of the the formal system of Party guidance.
