In der Organisationstheorie wird zwischen zwei unterschiedlichen Betrachtungsweisen unterschieden: der Aufbauorganisation und der Ablauforganisation (1). Aufbauorganisation meint dabei die statische Struktur der Auf gaben und Stellen sowie deren Beziehungszusammenhang, Ablauf organisation die dynamischen Prozesse, die innerhalb des Aufbau rahmens ablaufen. In der Organisationstheorie fehlt nun meist v llig die Be trachtung der Wechselwirkungen zwischen Aufbau und Ablauf, denn optimal kann eine isolierte Bestimmung und Optimierung der beiden Gr Ben nicht sein: es stellt sich z.B. die Frage, warum ein Lager im Aufbau eine selbstverst ndliche Organisationsgr Be darstellt, ist es doch haufig eine notwendige Konsequenz schlechter Abl ufe und Ursache hoher Kosten. Die vorliegende Arbeit versucht nun, die Wechselwirkungen kri tisch konomischer Aspekte der beiden Sichtweisen mit Hilfe einer wirkungslogik zu erhellen und zu zeigen: Nur eine interaktive Bestimmung von Aufbauorganisation und Ablauforganisation ist optimal. Aufgrund der deutlichen Verschiebung der Beschaftigungsstruktur in Richtung BOro und Verwaltung (2), dann aber auch unter BerOcksichtigung der abnehmenden Bev lkerungszahl der BRD (3), die insbesondere ceteris paribus im BOro in der Zukunft zu personellen Engpassen fOhren kann und RationalisierungsmaBnahmen erzwingt, scheint es sinnvoll, bei der Betrachtung der Wechsel wirkungen von Aufbau und Ablauf die Information soweit sie als Produktionsfaktor bislang erforscht ist und ihre Logistik in den Mittelpunkt zu stellen.
