Zentrale Leitgedanken der gemeinsamen Forschungsarbeit ich nenne nur die besondere Beachtung der informellen Strukturen in der scheinbar so strikt geregelten Verwaltungsarbeit, den interdisziplinaren For schungsansatz, die insistierende Frage nach den Qualitatswirkungen bisheri ger Informatisierung und den skeptischen Optimismus beziiglich der Gestalt barkeit organisatorischtechnischer Systeme sind in die vorliegende Arbeit in vielfacher Weise eingeflossen. In gestaltungsorientierten Projekten suchen wir nach sozialvertraglichen Pro blemlosungen fUr iiberschaubare Arbeitsbereiche; die Dynamik der globalen technologischen Entwicklung und die "strategischen" Gesamtkonzeptionen von Akteuren und iibergeordneten Institutionen drohen (oder locken) im Hintergrund, ohne daB sie im gegebenen Zusammenhang jeweils umfassend thematisiert werden konnen. Zwischensummen, wie sie zur "Informationstech nik in offentlichen Verwaltungen" und zur "Computerbiirokratie" entstanden sind, verdichten und generalisieren solche Einzelanalysen, arbeiten retrospek tiv Entwicklungslinien der Informatisierung heraus, versuchen Lehren aus der Entwicklung zu ziehen und schlieBen mit der Frage nach den Zukunftsper spektiven abo Es erscbien so als eine zugleich praktisch relevante und theoretisch reizvolle Aufgabenstellung, nun einmal unmittelbar die gerade in den letzten J ahren wieder lebhafter und vielfrutiger gewordene Diskussion um solche Zukunfts perspektiven zum Schwerpunkt einer Arbeit zu wahlen.
