Whrend der militrische Luftverkehr in den vergangenen Jahren immer mehr zurckgegangen ist, ist die zivile Nutzung des Luftraums dermaen gestiegen, dass die bestehende Infrastruktur nicht mehr ausreicht. Die infrastrukturelle berlastung im Luftverkehr spiegelt sich in massiven Flugversptungen in Europa wieder, die zu Beeintrchtigungen im nationalen wie auch internationalen Luftverkehr und zu schweren finanziellen Einbuen fr die Fluggesellschaften fhren. Die Infrastrukturpolitik im Luftverkehr basiert mageblich auf den kapazittskritischen Komponenten Flughfen und Flugsicherung. Ein Indikator fr berlastete Flughfen sind die knappen Start und Landerechte sowie die Hufigkeit und Lnge der Versptungen von Fluganknften und abflgen. Die Engpsse der 2. Sule der Infrastrukturpolitik Flugsicherung sind im Gegensatz zu den Flughfen nicht genau messbar und werden auf die Verfahren der Flugsicherung, die Organisation und Verwaltung der Ressourcen zurckgefhrt. Das Ziel dieser Arbeit ist es, die 2 Sulen der Infrastrukturpolitik kurz zu beschreiben, Probleme und Engpsse aufzuzeigen und ausgewhlte Manahmen zu ihrer Bewltigung und zur Verwirklichung eines freien Marktes am Himmel darzustellen. Das Kernstck der Seminararbeit ist Kapitel 2, bestehend aus den infrastrukturellen Komponenten des Luftverkehrs, Flughfen und Flugsicherung. Der Unterpunkt Flughfen beschreibt zunchst die bodenseitige Infrastruktur des Luftverkehres und die daraus resultierenden Kapazittsengpsse.
