Esta investigacin analiza desde el enfoque de la Nueva Economa Institucional el rol de las instituciones polticas locales en el desarrollo econmico de los municipios en Mxico. Se revisa la evolucin del concepto de Instituciones en las diferentes corrientes de pensamiento econmico y hace un anlisis de la problemtica institucional de los gobiernos locales. Se propone un ndice de instituciones polticas y se verifica su relacin con el desempeo municipal. De acuerdo a nuestro anlisis, las polticas pblicas son endgenas, y en presencia de costos de transaccin no hay razones para pensar a priori que las instituciones del sistema poltico generarn polticas pblicas eficientes, peor an, en estados con baja institucionalidad, la poltica pblica apelar a relaciones clientelares. Se concluye que la eficiencia de los intercambios polticos y las polticas pblicas depende del funcionamiento de las instituciones polticas. En este marco, se elabora sobre la relacin de las instituciones polticas y las polticas pblicas para realizar una propuesta de fortalecimiento institucional basada en tres principios de diseo institucional: justicia, flexibilidad y legitimidad.
