Este trabajo analiza lo que deben hacer los Gerentes Pblicos si la poltica que implementan no cuenta con todos los recursos necesarios para ir logrando sus objetivos y as consolidar su trayectoria en el tiempo, ya que cuando esto sucede, deben ser capaces de seguir sus instintos para desarrollar estrategias identificando oportunidades en los acontecimientos que enfrentan. El caso estudiado consisti en analizar el desempeo de un organismo que fue creado para implementar una poltica que no concitaba mucho inters a nivel gubernamental y meditico, y que adems no contaba con los elementos necesarios para proyectar su trayectoria. En este sentido se formul la pregunta de investigacin general, Cmo influyen las estrategias emergentes de los gerentes pblicos, en los contenidos y en la trayectoria de una reforma en la Administracin Pblica? y las preguntas de investigacin especficas, Cules fueron los principales acontecimientos del contexto que se aprovecharon en la implementacin? y Por qu y cmo surgieron estrategias emergentes?
