Intra municipal decentralisation and particularly localisation, is one of the Public Admnistration area which evolved from Europe and particularly in Scandinavia countries.This transformation is a result of amalgamation reforms which merged local authorities and hence reducing the proxmity between the citizens and their representatives.The alternative to this muddling was to decentralise governance to more local level through neighbourhood decentralisation model.Although some authors argue against the performance of this model in some service sectors,there has been a sustantative evidence that, services delivered at local level reflect needs and preferences of citizens than services delivered at the centre.To add on emperical evidence for policy making, this book uses Morogoro municiplaity in Tanzania as a case study to address the four areas of intra municipal localisation namely;phyisical accessiblity of service,oppenness in service delivery,localisation of information and relevance of decentralised services to citizens.
