However, planning permission (building permit) has been the foremost since it serves as a green light in any land development. Legitimately, before any development will take place, the local authorities have to review and approve the building plans before any construction will take place in accordance with the Building Code which sets standards for the design and construction of buildings to meet objectives such as accessibility, fire protection, health, resource conservation and safety.It proves that lack of inter agency collaboration, lack of technology or outmoded technology, lack of logistics, complicated legal framework, weak law enforcement, matrix organizational structure has an adverse effect on the issuance of building permits. It identifies and classifies 6 main factors that contribute to the issues of delay and proposes alternative measures using the Malaysia One Stop Center(OSC) as model. The study endeavors to unlock the rationales of delay in the approval of planning permission.
