In der grten Reform seit den 1970erJahren, welche damals die Erarbeitung des Sozialgesetzbuches beinhaltete, die schrittweise die Reichsversicherungsordnung (RVO) abzulsen begonnen hatte, haben die Bundesregierung und der Gesetzgeber 1998 die rechtliche Grundlage fr ein Leben in mglichst freier Selbstbestimmung fr behinderte Menschen geschaffen. Damit wurde in Deutschland der Grundstein fr eine Verbesserung der Situation behinderter Menschen, vor allem im Hinblick der Gleichstellung behinderter Frauen unter Bercksichtigung ihrer Lebens und Erwerbssituationen, gelegt, womit die BRD eine Vorreiterrolle in der Politik fr behinderte Menschen im europischen sowie im internationalen Raum bernommen hat.
