Getreu der Devise Weniger Sozialstaat = mehr Beschftigung' hat der Wettlauf um den Abbau der Kernelemente des Sozialstaats begonnen. Die Agenda 2010 hat sich dabei die Bezeichnung als massivsten sozialpolitischen Kahlschlag seit Bestehen der Bundesrepublik' eingehandelt. Generell besteht Einigkeit, dass Deutschland endlich die Reformblockade durchbrechen muss und in nahezu allen Bereichen durchgreifende Strukturreformen gefragt sind. Hierbei gilt, dass die Reformen, die Einsparungen einbringen mssen, mglichst familienvertrglich auszugestalten sind. Schlagen doch die Risiken der Gesellschaft auch direkt auf die Kinder und Jugendliche durch. So hat sich die Zahl der Kinder, die von Sozialhilfe leben mssen mittlerweile verdreifacht, whrend die Kinderzahl in Deutschland deutlich zurckgegangen ist. Kinder in Armut sind somit zu einer zunehmenden Realitt geworden. Der Parittische Wohlfahrtsverband und der Kinderschutzbund warnen vor einer Verschrfung der Armutsbetroffenheit von Kindern aufgrund des Reformbndels der Agenda 2010. Sie sehen diese nicht als Sozialreform, sondern als eine Politik, die spaltet satt integriert und Armut in unserem Land erzeugt, statt sie zu bekmpfen.' Die Bundesregierung hingegen spricht von notwendigen sozialpolitischen Reformen, die auch fr Familien wichtige Vorteile bringen und diese in ihrer wirtschaftlichen Eigenstndigkeit untersttzen.
