Die zukOnftige Energie, Kraftstoff und Rohstoffversorgung muB ausrei chend und langfristig gesichert sein, wobei gleichzeitig sowohl dem Ge sichtspunkt der Wirtschaftlichkeit als auch den Erfordernissen des Umwelt schutzes Rechnung zu tragen ist.
