Allein fr die Bundesrepublik Deutschland ist bei einer Arbeitslosenquote von 7 8 % weiterhin von etwa 2 Millionen Arbeitslosen auszugehen. Ein rck haltloser konomischer Ausverkauf der DDR wrde im Rahmen einer gesamtdeutschen Entwicklung noch zu sehr viel hheren Arbeitslosenzif fern fhren. Realistische Annahmen, die die stille Reserve miteinbezie hen, htten, auf das Gebiet der Bundesrepublik bezogen, bereits heute Aufschlge zu den verffentlichten Zahlen von mindestens 30 40 % zu kalkulieren. Arbeitslosigkeit als Massenphnomen, das sich whrend der langen Phase der Nachkriegsprosperitt bereits auf die Lnder der kapitalisti schen Peripherie zurckzuziehen schien, taucht damit auch als strukturel les Problem der entwickelten Metropolen wieder auf. Betroffen davon sind Gesellschaften, in denen ldhnabhngige Erwerbsarbeit fr den weitaus berwiegenden Teil der Bevlkerung die entscheidende Grund lage fr Einkommen und soziale Integration darstellt. Selbst in den hoch industrialisierten Staaten konnten soziale Sicherungsleistungen diesen doppelten Effekt bislang nicht kompensieren. Im Gegenteil: Steuerstaat lich bzw. beitragsfmanzierte Systeme der sozialen Sicherung drohen viel mehr gerade in Krisenzeiten zu versagen und ihre Leistungsniveaus ein schneidend zu reduzieren.
