Diesen Zielkonflikt versuchen wir aufbauend auf einer konjunktur und wachstumstheoretischen Analyse im ersten Teil der Arbeit durch einen verbesserten Einsatz der geld und fiskalpolitischen Mittel bezogen auf Timing und Ansatzpunkte und eine differenziertere Lohnpolitik, die ver teilungspolitische und konjunktureIle Komponente trennt, aufzulosen (hori zontaler Konfliktausgleich). AnschlieBend fragen wir nach dem Mittelcharakter der Ziele, d. h. wir unter suchen, wie eine unterschiedliche und variable Nachfrageintensitat auf die Faktoren wirkt, die das Wachstum bestimmen, und zum anderen, wie das Niveau des Wachstumspfades und die ihn gestaltenden Krafte wiederum die Bedingungen zyklischer Schwankungen beeinflussen (vertikaler Kon fliktausgleich).
