El autor obtuvo en una investigacin propia el dato de que la participacin de Mxico en APEC en la cooperacin cientficotecnolgica es insignificante.Por ello se propuso responder a qu se debe tal resultado.Siendo la respuesta multicausal seleccion entre las variables importantes la cultural. Para constatar la validez de esta hiptesis analiz histricamente el mbito polticocultural de Mxico y de Japn, pas oriental de APEC con el que Mxico tiene mayor ndice de participacin.Analiz tambin el caso de Estados Unidos, pas vecino de Mxico,por su carcter hegemnico y su membresa en APEC.La metodologa y el procedimiento de comparacin,le permitieron comprender cmo inciden las diferentes percepciones culturales en las relaciones de cooperacin cientfica y tecnolgica. Le proporcionaron, adems la clave para interpretar la escasez de los intercambios de Mxico con Oriente.
