Las medidas de poltica econmica tienen influencia en la generacin de procesos de gobernabilidad o ingobernabilidad? Esta es la principal cuestin que el presente trabajo pretende analizar. En el marco de una democracia presidencialista signada por la preeminencia de pactos o alianzas polticas con un teln de fondo econmico denominado "neoliberal", este trabajo analiza cuatro periodos de gobierno por separado haciendo un balance general de la implementacin de las polticas de primera y segunda generacin en Bolivia, teniendo como una de sus principales hiptesis la implementacin de medidas estructurales en dos gobiernos del mismo partido, quedando los otros dos como simples administradores de las polticas econmicas dejadas por sus antecesores. Adems, esta investigacin pretende ser un aporte a los estudios sobre gobernabilidad poltica desde una perspectiva que va ms all de los pactos entre partidos polticos. El presente trabajo es la tesis de licenciatura por la que el autor se titul en ciencias polticas en la Universidad Mayor de San Andrs de La PazBolivia.
