Si bien es cierto que en los ltimos aos en Mxico el tema de la profesionalizacin se ha posicionado en las agendas de gobierno en el mbito federal y estatal, podemos observar que su implementacin no ha tenido los resultados esperados y por lo tanto no se ha logrado su institucionalizacin. Por esta razn, la investigacin se desarrolla a partir de dos grandes dimensiones de estudio: las polticas pblicas y la gestin pblica. Por un lado, desde el enfoque de polticas pblicas y por otro lado, a partir de la profesionalizacin como un componente de la gestin estratgica del capital humano. En esta lgica en el libro se propone un modelo para evaluar especficamente la etapa de implementacin de la poltica pblica de profesionalizacin con el propsito de detectar los factores que favorecen u obstaculizan su institucionalizacin. Con ello, el libro ofrece un estudio que pretende ser de utilidad para los directivos pblicos y analistas de polticas a fin de facilitar el mejoramiento de las instituciones pblicas y fortalecer una cultura de evaluacin de polticas pblicas y de una gestin pblica orientada a resultados.
