Se enfatiza en la funcin de la biblioteca y el bibliotecario escolar y las potencialidades educativas, cognitivas y recreativas de las tecnologas de la informacin y las comunicaciones en la promocin de lectura, como herramientas que desarrollan hbitos de lectura.
