Este ensayo reconstruye los rasgos geogrficos y socioeconmicos de la Provincia de Maracaibo a fines del siglo XVIII. Se sustenta en el anlisis comparativos de los datos y descripciones aportados por los informes de los funcionarios ilustrados Don Francisco de Saavedra, Intendente de Caracas (17831788) y Don Jos Domingo Rus, Diputado del Real Consulado de Caracas (17961798)y Diputado de las Cortes de Cdiz (18121814). Se infiere del estudio de los informes y comunicaciones de ambos personajes que, debido a los altos cargos desempeados en la administracin monrquica, lograron hacerse de amplios conocimientos de la Provincia de Maracaibo para ofrecer a la Corona espaola una visin de unidad sociopoltica y econmica de ese vasto espacio, a fin de procurar para el mismo su fomento econmico, progreso material y moral como pregonaban los principios ilustrados de la poca.
