Fuyant les combats, la disette persistante et la coercition exerce par la nouvelle Rpublique Populaire du Kampuchea, les Cambodgiens vont chercher refuge et assistance auprs des camps de la frontire thalandaise, dans lesquels ils restent bloqus pendant plus d'une dizaine d'annes. Pour tenter de mettre un terme trois dcennies de conflits au Cambodge, les Nationsunies s'engagent dans une partie de bras de fer diplomatique avec Hanoi, et portent assistance aux camps frontaliers tout en instrumentalisant la population rfugie et les diffrents mouvements de rsistance opposs au gouvernement de PhnomPenh. A travers l'instrumentalisation de cette population, l'auteur analyse les relations entre l'humanitaire, le politique et le militaire. Elle s'interroge sur larelle porte d'une assistance humanitaire internationale lorsqu'ilne s'agit plus de grer l'urgence mais la dure des conflits, sur le rle ambigu des Nations unies, sur le droit et le devoir d'ingrence ou, au contraire, de rserve diplomatique.
