Este trabajo presenta una herramienta metodolgica desarrollada para el relevamiento de capacidades de gestin del desarrollo territorial, el ndice de Capacidades de Gestin para el Desarrollo (ICGD) y su primera aplicacin en la Regin Rosario, Argentina. El ICGD es un instrumento de diagnstico cuya finalidad es relevar y comparar las capacidades de los gobiernos locales para promover procesos de desarrollo en el territorio. Est basado en los resultados del Proyecto PICTO 21000: Desarrollo local: agenda y capacidades para la regin Rosario del Grupo Poltica y Gestin, Facultad de Ciencia Poltica y RRII, Universidad Nacional de Rosario, Argentina, financiado por el FONCyT, la Agencia de Desarrollo Cientfico y Tecnolgico de la Nacin y la Municipalidad de Rosario, Argentina.
