No obstante, otras han recogido el espritu democrtico nacional: la de 1811, que estableca el triunvirato; la de 1830, que prohiba la reeleccin inmediata; la de 1858, que instituy el voto directo; la de 1947, que universaliz el voto; la de 1999, que consagr la descentralizacin adoptada en la ley de 1989, cuando se eligieron gobernadores y alcaldes por primera vez.
