Il utilisa cet effet un dispositif symbolique implacable qui requit l''adoption d''un systme de croyances et de concepts producteurs de lgitimit, d''un crmonial syncrtique et d''insignes du pouvoir scripturaires .Sur le terrain, alMansr dut tantt dynamiser les institutions administratives, financires et militaires existantes, tantt rformer le systme en crant de nouvelles institutions inspires des modles ibrique et ottoman.En matire de diplomatie, le sultan n''eut rien envier ses contemporains. Jouant sur la rivalit hispanoottomane, il garantit tout d''abord la scurit de son trne visvis de la Porte, puis il s''loigna de l''Espagne pour se rapprocher des pays protestants, dans le but de neutraliser le royaume ibrique et pouvoir entamer ses conqutes sahariennes. Il voulut alors raliser son projet de califat occidental en s''emparant de l''Empire songhay, et se prit rver d''une conqute andalouse... et mme de la conqute du Nouveau Monde.
